Cutler, a member of the National Organization for the Reform of Marijuana Laws
(NORML) Legal Committee, talks about the reasoning behind the amicus brief he
(along with Stephen Epstein) filed in the case of Commonwealth v. Pacheco,
a case testing whether sharing a joint of cannabis constitutes illegal “distribution”
of the drug. He also argues more
generally against cannabis prohibition and expresses confidence in the future evolution
